1984 Change

In 1979, reform took place in China, but there was little agreement about what management style should be adopted, so some experimentation was conducted.

In 1984, the results of the experiments led to a new policy of economic reform. At this time a CSE would sign a "profit and loss" contract with its local government institution, where they paid taxes, but had more control over their own businesses, including performance-related pay, freedom for employees to choose their own professions or jobs and the adoption of Western management styles.

These included:

  • TQM
  • Critical path analysis
  • Network analysis
  • Value analysis
  • System analysis
  • Management programmes, where firms worked with other countries, such as Canada, America, Germany, Japan and the Holland
