Boin and Lagadec (2000)The authors agree with Gunding (2005) that crises are changing shape, due to globalisation, increased mass communication, social fragmentation and the “hotly disputed dissipation of state authority”. “There is no such thing as a routine crisis”. Type 1 crisis: The traditional “fault” model of crisis management, where rather obvious potential faults are prepared for, such as making a prison secure to prevent escapes Type 2 crises: Crises today and in the future are a result of multiple events and processes, which create highly complex situations, going beyond the technical realm.
