Brilliant - What to Expect from GovernmentThe difference between a failed and successful responses to crises to pandemics depends on the government and its attitude to such issues. In Hong Kong, the government quickly had 1m chickens killed in 1997, while the Chinese government did not report cases of SARS. The former's response stopped an epidemic, while the latter's delayed actions resulted in the spread of the disease. The government of New Zealand outlined its own "job description" regarding health emergencies:
